NEED ANSWERS ABOUT REVENUE RECOGNITION. PLEASE ANSWER ONLY IF QUALIFIED!?

I work for the governemental entity. Our mercantile year finish is October 31st. I achieved an review of application taxation during the before mercantile year 2008. However, the review was not finish as well as billed until Dec 2008 (the stream period). Payment of $343,000 was perceived Dec 16, 2008. Should the income be accessible in the before or stream mercantile year? Remember you have been the bureaucratic entity regulating modified-accrual formed accounting.

GAAP directs which bureaucratic supports commend revenues “in the accounting duration in which they turn receptive to increase – which is, when they turn both quantifiable as well as accessible to financial expenditures of the mercantile period.” (National Council upon Governmental Accounting NCGA Statement 1)

This sort of application taxation was not quantifiable as the taxation basement is formed upon the company’s sum receipts. No the single even knew how most was due to the City until I was accomplished with my review (which was after mercantile year end) Therefore, I do no consider which this volume from the association meets the mandate of the receivable (both quantifiable as well as available) underneath the mutated increase basement of accounting used in bureaucratic supports since you did not know how most you were starting to embrace until after the review was over (after year end) as well as the income was not accessible to financial expenditures of final year since you did not embrace it until the finish of December.

Question: What mercantile duration should the income be recorded? Prior or current?
Please yield the source of your answer, if possible. For example, blue book, GAAP, etc as well as where the answer can be found. Thanks.

Recorded in the period it is substantially earned. If your entity earned a certain portion of the audit services as of 10/31/08, then that is the amount that should have been recorded as a receivable/revenue.
