You are free to apply for a TN visa at a U.S. consulate in Mexico. The visa officer will determine whether or not you may qualify for that classification.
All visa issuing posts in Mexico and many other U.S. Embassies and Consulates abroad now require applicants for nonimmigrant visas to apply using the new DS-160 Online Nonimmigrant Visa Electronic Application, instead of the nonimmigrant application forms DS-156, 157, 158, and other related forms.
If you take a look at the NAFTA webpage, Appendix 1603.D.1, you will get a better idea about how to qualify.
