First – President Obama has little or nothing to do with how his campaign finances operate. I doubt he ever sees the paperwork. After all, it’s not his personal money
His campaign financing is run by his election committee and the money comes from his backers and handlers.
His campaign opted out of Federal Funding because there are fewer restrictions on the amount of money a campaign can “raise” when Federal Funds are not involved.
As of Dec 31 2008 his campaign had raised 745 Million Dollars

Every politician gets beaucoup PAC monies. It’s why us average citizens no matter what party we belong to are now standing on the outside watching others run “our” government. As for why Obama opted out of public funding, his organization had developed a massive on-the-ground system of volunteers who were soliciting more contributions from individuals than his campaign had expected.
He was the first person ever in the USA to use the internet to obtain funding.
Most of the contributions he received came in small amounts from the general public, but combined, they added up to a huge sum, far more than the Republicans had at their disposal.
