Health insurance policies, unlike some life insurance policies, cannot be turned in for cash (borrowed against). They do not have a cash value. You can only collect if you are ill and file a claim, and most send the money directly to the doctor or hospital, not to the patient.
This is not a philosophical question, it is an Actuarial or legal question.
