Since you’ve never been in business before, I would strongly recommend that you talk to a business counselor before you do anything especially spend money. You have to determine whether you’ll start a totally web based business or one with a store front. I’d call the local office of SCORE (go to http://www.score.org and input your zip code to find the chapter nearest you), the advice is FREE.
The counselor at SCORE will most likely advise you to write a business plan which is very good advice because it will force you to dig out all of the start up details and the costs of starting a web designing business and force you to also understand all of the aspects of this business including the customers you’ll concentrate on (your market ) and how you’ll go after them.
You’ll need to register the business with your state controller’s office and make sure that you have any city and county licenses if any are needed where you live. All of this will come out in a business plan.

I would start by designing your own web page. Once you have that built you’ll want to start advertising it through PPC using Google Adwords and Yahoo. You’ll need traffic to get people to buy.
You can do a search for what people would look for if they needed someone to design a website for them and start campaigning. I also advertise all of my website though classified ad websites as they not only give your web site a very important back link which helps people find you but will also get extra traffic by people searching on the classified ad website.

The two answers ahead of mine have good points, you should see a business consultant as soon as you can afford one (me responding doesnt count) but avoid score, sba has a lot of great programs available for entrepreneurs and Im sorry but score just isnt one of them (they would not be able to inteligently guide you in this particular industry) and they are very negative it was only after meeting with them in ‘99 that i decided to go into consulting.
Designing your own website is key it will serve as an example of your work – beyond that it comes down to getting hired, doing the job, then repeating – I usually recommend marketing this service to people just starting a business – that could benefit from your reduced overhead however in a small town I doubt that would leave you with a lot of options.
So plan B (a little risky unless you’re doing it while working elsewhere) Find small companies you can approach and design an improved website as if you were hired to do so (be sure to pick companies that would benefit most from an improved site (ie service industry) upon completion set a meeting, introduce yourself and your service (offer up your price) and with your laptop or their computer show them your idea of what their site should look like as an answer to the “we have a website” rejection.
