If she’s appealed twice and the appeal aw denied, there would be no way she could get a suspended account reactivated. Even if there were, any contacts and emails she had stored would be gone and not retrievable. She should just create another account. It doesn’t matter if she’s “NOT willing to lose”. She can’t get her account reactivated once 2 appeals have been filed and denied.

As far as I know there is only one last avenue left. Perhaps her second appeal was, in fact, that last avenue.

A final appeal can be filed via the link http://help.yahoo.com/l/us/yahoo/answers/final_appeal.html . Perhaps that final appeal has to be your second appeal and perhaps it is not a valid appeal if it is your third appeal. Your friend can only try and hope for the best.
