It is both. There is still a lot of catching up required in these countries. They really have a problem with democracy. In addition they have still not moved away from their past history and resentments. they don’t understand that the West has moved on and co-operates.
These countries are, however, a potential for economic investments if carefully assessed. But don’t expect to much return of your investments. They still wait for handouts from the “wealthy” member states.
What dead weight? If EU companies are investing in Eastern Europe it’s because they expect to make a profit on those investments. Eastern Europe also is supplying plenty of immigrants to provide labor to generate the money needed to temporarily extend the life of the foolishly costly social systems.
I see it like an strategical decisions for strong the Geo-political-economical block (EU). I do not see it like an “investment” and like a “draining” neither, we can call it policy.
Example: Spain received direct add in money from EU for many years when many people expect an “africanization” of the country, know Spain has an strong economy and is one of the bases of EU.
Consider TMY (transmeridian) an oil company. Though drowning in debt, they sit on unlimited assets in the form of recoverable oil. The only way for this company to turn a profit however, is for a cash-rich country (like India or China) to buy them out.
So, they’re currently a deadweight investment for the euro community, but potentially could reward patient investors with a quick turnaround if they get an infusion of cash.
